Glasnost: Bringing Transparency to the Internet
Today I came across this tool and subject of Internet traffic shaping by ISPs (Internet Service Provider).
"Glasnost" project was started by Dr. Krishna P. Gummadi, Head, Networked Systems Research Group, Max Planck Institute for Software Systems (MPI-SWS).
Purpose of this project is to check if ISPs around the world are shaping/manipulating the internet traffic purposefully to reduce broadband speeds generally known as Bandwidth throttling. But ISPs in some countries manipulate this bandwidth throttling policies, in order to shape the network traffic and reduce bandwidth usage.

So in order to improve network transparency, Glasnost was started, currently it has two online tools which you can use to check if your ISP is shaping the traffic and providing you a lesser bandwidth.
There is comprehensive data/reports is/are available at its official website, which you can check out. In addition, there is a source code of the two tools as described above, how do these tools work, what are ideal & legal network bandwidth throttling policies, etc.
